POSITION: CHIEF PLANNING OFFICER (1 POST)
Reporting: Reports to the Director General
Main function of the job
To coordinate the planning of strategic activities, and to link the Authority with parent Ministry and stakeholders
Duties and responsibilities
1. To advise the Director General on all matters related to corporate planning.
2. To develop and coordinate TCAA Strategic Plan and ensure its effective implementation
3. To coordinate preparation of Medium Term Expenditure Frameworks, Annual Budgets and Action Plans and monitor their implementation
4. To develop and update Corporate Risk Management Frame work and Risk Register
5. To Liaise with Government Ministries and Departments, Treasury Registrar and other stakeholders on all issues concerning Planning, Budgeting, Reporting and Information sharing
6. To prepare performance and various reports and coordinate their dissemination
7. To review and evaluate Divisional, Sections and Units Reports on plan performance
8. To determine training requirements for planning unit personnel
9. To perform and advise on general Projects' Planning and Management to ensure effective implementation of TCAA projects
10. To develop strategies for resource mobilization
11. To prepare plans and project documents for submission to stakeholders.
12. To prepare and manage budget for the Planning Unit
13. To carry out any other duties as may be assigned by Director General
Minimum Qualifications:
Holder of a Bachelor degree in Economics or Transport Management from a recognized Higher Learning Institution. Master Degree in relevant field will be an added advantage.
Minimum Experience:
At least 11 (eleven) years experience in a reputable organizations of which should be in a senior position

The Tanzania Civil Aviation Authority (TCAA) is established under section 24(1) of the Civil Aviation Act (Cap 80 [RE 2006]). The function of the Authority is to regulate the civil aviation industry in the United Republic of Tanzania in order to ensure effective implementation of Standards and Recommended Practices (SARPs) as provided in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for economic regulation of the "activities of persons and institutions providing air transport services and aeronautical airport services. In addition the Authority provides air navigation services in the United Republic of Tanzania. To meet this mandate of regulating and overseeing the functions of the aviation industry in an efficient, sustainable and cost-effective manner, TCAA invites applications from suitable and qualified Tanzanian Citizens to fill in the following vacant positions;
DIVISION OF ECONOMIC REGULATION
POSITION: SENIOR BUSINESS ANALYST (1 POST) – RE ADVERTISED
Reporting: Reports to the Chief Business Analysis and Forecasting
Main function of the job
To analyse data and information related to aviation business
Duties and Responsibilities
1. To monitor and evaluate business performance of service providers i.e. air service and ground handlers
2. To monitor market performance and its behavior
3.
1. To conduct business analysis for the industry .
4. To identify and carry out airlines routes analysis and provide advices to airlines and other stakeholders on the established air transport passengers and cargo market/routes' potentials
5. To analyze and determine reasonable rates I charges for air transport.
6. To review and analyse business plans submitted by operators
7. To undertake financial analysis of financial statements and various reports
8. To perform any other related duties as may be assigned by supervisor.
Minimum Qualifications:
Bachelor Degree in Finance from a recognized University. Must have good communication, interpersonal skills and knowledge of computer office applications. Experience in marketing and marketing skills is an added advantage
Minimum Experience:
Must have 7 (seven) years working experience in a related field
